Well, giving the LA Times any credibility in the first place is a problem. The question as posed presupposes the "correct" answer. Only being a naturalized citizen, I may be wrong, but I think that the opening statement that carrying guns did occur before 1987. One could also ask "why do narcissistic reporters feel that anyone cares about their opinions ?"
