Lookup Flemming v. Nestor. In this case the Supreme Court said that the government has no legal contractual obligation to pay anyone SS benefits no matter how much they paid in taxes. This decision was in 1960 and was never rescinded. It doesn't matter how solvent the program is the government can cutoff anyone they chose at any time.
